Berkeley Academy is the founding Primary School of 'Advantage Multi Academy Trust (ADMAT). 

The trustees (who are also known as the Governors or the Directors) have a duty to ensure that the school is efficiently run and that the children are given the best possible education.

The trustees have many and varied duties such as; establishing the vision, values and priorities. agreeing the school budget, employing staff, monitoring the performance of staff and pupils, ensuring a high quality of education is provided and ensuring that the school is a safe and happy place to be.

System Leadership

From the outset, ADMAT has intended to take on other schools needing support and who will join the trust. ADMAT remains committed to improving life chances for young people living in areas of high deprivation and will continue to look for opportunities to support schools as they arise.

ADMAT is approved to sponsor other schools.

Constitution

The Academy Trust is a company limited by guarantee and an exempt charity. The charitable company’s memorandum and articles of association are the primary governing documents of the Academy Trust.

The Trustees of Advantage Multi Academy Trust Limited are also the directors of the charitable company for the purposes of company law. The Charitable Company is known as Advantage Multi Academy.  It is also known as ADMAT.

The Multi-Academy Trust will also oversee any local governing bodies (LGBs). LGBs are purely advisory and have no voting rights or delegated authority.

Organisational Structure of the Multi-Academy Trust

The Multi-Academy Trust and the Chief Executive Officer, who is also the Accounting Officer, work in partnership on the strategic running of the trust and, at least annually, comprehensively, and formally review the thresholds of responsibility and delegation between the Academy Trust and the Chief Executive Officer.

The Chief Executive Officer of Berkeley Academy, the founding school in Advantage Multi Academy Trust.  He (or his delegates) is/are responsible for all operational matters and the day to day running of the academy, overseen by the Academy Trust.

There is a pay related annual/biennial cycle of performance management for all staff, except the CEO whose salary has been frozen by mutual agreement and hence not currently subject to either inflationary or performance progression.

Performance Management had been suspended by Government for the previous 2 years due to the pandemic but resumed for Teaching and Support Staff from 1 September 2021.

The Academy Trust has responsibility for monitoring its own performance and for its own training.  It reports through the Annual General Meeting and is subject to scrutiny by the regulators, including external auditors.  It has established protocols for the operation of the Academy Trust, a clear structure, written terms of reference and a regular cycle of meetings and activities.

The multi-academy trust board operate with the following structure in 2022-23:

  • Full Academy Trust (Chair: Mr. Philip Linton Dobison)
  • Regular meetings between the Chair and the Chief Executive / Accounting Officer (PDO/KPR)
  • Pay and performance management committee (Chair: Mr Philip Linton Dobison) (PDO/VGE, MRO = Review Trustee)
  • Audit, Compliance and Risk Committee (Chair: Mr Philip Linton Dobison) (PDO/VGE)
  • Finance and Monitoring Committee (Chair: Mr Peter Stumpf) (PST/MSA)
  • Safeguarding / Health and Safety Committee (Chair: Mr Peter Stumpf) (PST/DSH)
  • Pupil Discipline Committee (Any eligible and trained governors, Chair varies)
  • Staff Dismissal Committee (Any eligible and trained governors, Chair varies)
  • Appeals and Complaints Committee (Any eligible and trained governors, Chair varies)

The Academy Trust is subject to external review, scrutiny, and validation through a variety of inspections and audits by a range of agencies including Auditors, the Education and Skills Funding Agency (ESFA), the Health and Safety Executive etc., and reports by these agencies are shared with the Academy Trust and published.  The Academy Trust also undertakes a variety of evaluations and satisfaction surveys and monitors key performance indicators.  The Academy Trust benchmarks and improves its performance through involvement and leadership of networks of schools and school improvement partnerships.

The ATB ​has elected to remove all non-statutory references to school inspections whilst calling for a review of the national system. The academy was also awarded the Basic Skills Quality Mark. The academy was awarded the World Class Schools Quality mark also.

The Chief Executive reports to the Academy Trust regularly through Full Academy Trust meetings and committees and meets and communicates with the Chair between Academy Trust meetings.  The Academy Trust is also kept involved through publications, the MAT website, the academy website, and invitations to events and activities.

The Academy Trust monitors the performance of its’ schools through a variety of means including through its committee and meeting’s structure, through probing and questioning, through involvement with the academy and through activities such as regular Health and Safety inspections.

In exceptional or necessary circumstances, the Chair may use his/her powers to deal with urgent needs reporting back to the Academy Trust as appropriate.

The Chief Executive Officer and Academy Trust report to parents, pupils, and the community through a variety of means including the academy website, reports, letters and magazines, assemblies, the academy’s Virtual Leaning Environment, etc.

The Academy Trust agrees the broad staffing structure at least annually but delegates to the Chief Executive Officer the flexibility to take opportunities for improvement as they arise or when needs change over the year.

Committees & Panels 2022-23

The quorum for most committees must be three, two of whom must be trustees, but a committee can involve non-Trustees.

MAIN COMMITTEES

  • Audit, Compliance & Risk Committee: The Academies Financial Handbook prohibits employees of the school and Executive Directors (KPR) from being members of this committee, although senior staff are expected to support the workings of this committee. The Chair must be a non-executive director and there must be at least one other non-executive Director. The committee must have at least three members. Staff Trustees are not eligible to serve on this committee.
  • Finance & Monitoring Committee: The committee must have at least three members. The majority (i.e., at least 2) must be Trustees. There are no other restrictions on membership. Staff Trustees are eligible to serve on this committee.
  • Safeguarding (including Health & Safety): The committee must have at least three members. The majority (i.e., at least 2) must be Trustees. Staff Trustees are eligible to serve on this committee.

 

AD HOC COMMITTEES

  • Pupil Discipline (Ad Hoc): The committee must normally have at least three members. The majority (i.e., at least 2) must be Trustees. Staff trustees are eligible, but the Headteacher is ineligible to serve on this panel.
  • Staff Dismissal (Ad Hoc): The committee must normally have at least three members. The majority (i.e., at least 2) must be Trustees. Staff Trustees are eligible to serve on this committee. The Headteacher is ineligible.
  • Appeals & Complaints (Ad Hoc): The committee must normally have at least three members. The majority (i.e., at least 2) must be Trustees. Staff Trustees are eligible to serve on this committee. The Headteacher is ineligible.
  • Admissions Panel (Ad Hoc): This panel (Any 2 trustees meets to review compliance with the Admissions Policy and Admissions Code of Practice for in-year admissions and the filling of vacancies from the waiting list). Staff Trustees are eligible to serve on this committee. 
  • Pay & Performance Management: This committee needs two non-staff Trustees, and, for the Headteacher’s Performance Management, a non-staff review Trustee. Committee members must be objective, independent and transparent. Staff Trustees are not eligible to serve on this committee.
  • Collaboration Committee (Ad Hoc): The organisation of the committee pertaining to the collaboration with other organisations would be set out HERE if any exist currently (None)​
  • Nominated Trustees (Ad Hoc): The chair is routinely delegated authority to make time sensitive decisions on behalf of the academy where necessary, reporting afterwards to the full ATB. Any trustee may be nominated to a delegated task by the full ATB (e.g. Workload and wellbeing trustee, environment and climate trustee, oversight of a capital project, oversight of a procurement process, Equalities and Sexual Harassment Trustee, etc. )
